Project language controls. A homeowner using "as-built" to request a measured floor plan may be describing a different deliverable than a public owner requiring contractor closeout records.
The U.S. General Services Administration's P100 Facilities Standards distinguishes contractor redline as-built drawings from final record drawings. The redlines capture actual measurements, changes, and related field information. A construction closeout scope would say something different. It might require the contractor to maintain redlines during work, record approved deviations, certify the markups, and submit final files using the owner's drawing standards.
